BELURAN : Parti Sedar Rakyat (SEDAR) cawangan Sabah kehilangan dua pemimpin tertinggi parti itu di sini apabila dua Ketua Bahagiannya dilaporkan meninggalkan parti itu.

Muhammad Ridzuan Abdullah, Ketua Bahagian Sugut, dalam satu kenyataan pendek hari ini mengumumkan beliau mengundurkan diri sebagai ahli SEDAR sekali gus Ketua Bahagian Sugut, berkuat kuasa 4hb November, 2024. 

"Saya menghargai pengalaman yang saya perolehi selama memegang jawatan dalam SEDAR dan berterima kasih atas kesempatan itu," katanya ringkas tanpa menyatakan langkah beliau seterusnya. 

Muhammad Ridzuan Abdullah ( yang bertanda ) meninggalkan SEDAR. Marx Henry Lim(berdiri paling kiri) juga dilaporkan meninggalkan parti asal Sarawak itu.

Bagaimanapun ketika dihubungi Borneo Herald, Muhammad Ridzuan, berkata beliau akan terus aktif melayani masyarakat khususnya di Sugut.

Sementara itu, Ketua Bahagian SEDAR di Labuk, Marx Henry Lim, juga disebut-sebut sudah meninggalkan parti SEDAR untuk menyertai semula Parti Kesejahteraan Demokratik Masyarakat (KDM) dan dilaporkan kelihatan bersama-sama pimpinan KDM dalam jelajahnya termasuk di Kota Belud baru-baru ini.#

Re: Urgent Clarification Required on Surge in Non-Citizens’ Statutory Declarations for Identity Documents


Kota Kinabalu: As a Borneo Rights Advocate dedicated to safeguarding Sabah’s integrity and the rights of its genuine citizens, we are deeply concerned by recent revelations made by Datuk Seri Dr. Jeffrey Kitingan regarding the alarming increase in statutory declarations (SDs) submitted by non-citizens in Sabah. These SDs, reportedly aimed at supporting applications for identification documents, pose a serious risk to our legal, electoral, and social systems. We salute Datuk Seri Dr. Jeffrey, for the revelation. 

Given the gravity of this issue, we respectfully seek clarification from the Honourable Chief Minister of Sabah, who serves as the Chief Registrar Officer (CRO) of the Sabah government. As the chief authority overseeing these matters, we believe it is within the Chief Minister's duty to address the following questions with transparency and accountability:

1. Awareness and Acknowledgement: Is the Chief Minister aware of this issue, and can he confirm the extent to which it has been identified by his office?

2. Preventive Measures and Oversight: What steps are being taken by the Sabah government to ensure that SDs are not misused by non-citizens attempting to secure identification documents through irregular means?

3. Responsibilities of Legal Authorities: What directives, if any, have been issued to commissioners for oaths, magistrates, and other authorities responsible for handling these declarations, to guarantee they are upholding the highest standards of legal integrity in this process?

4. Protection of Sabah’s Sovereignty and Electoral Integrity: How does the government intend to safeguard the sovereignty of Sabah, its electoral system, and the rights of its genuine citizens against the exploitation of legal processes by non-citizens?

The growing concerns surrounding these SDs call for an immediate and robust response to reassure Sabahans of the government’s commitment to protecting their rights and the state’s sovereignty. We urge the Chief Minister to prioritize this issue, take decisive action, and provide clarity to the public on how the state government will address this critical matter.

Kota Kinabalu: Sebagai seorang Advokat Hak-Hak Borneo yang berdedikasi dalam menjaga integriti Sabah dan hak-hak rakyat sejati negeri ini, kami sangat prihatin dengan pendedahan terkini yang dibuat oleh Datuk Seri Dr. Jeffrey Kitingan mengenai peningkatan mendadak dalam pengisytiharan berkanun (SD) yang diserahkan oleh bukan warganegara di Sabah. SD ini, yang dilaporkan digunakan untuk menyokong permohonan dokumen pengenalan diri, berpotensi membawa risiko serius kepada sistem perundangan, pilihan raya, dan sosial kita. Kami memberi penghargaan kepada Datuk Seri Dr. Jeffrey atas pendedahan tersebut.

Memandangkan keparahan isu ini, kami dengan hormat meminta penjelasan daripada Ketua Menteri Sabah yang Mulia, yang juga bertindak sebagai Ketua Pegawai Pendaftaran (CRO) kerajaan Sabah. Sebagai pihak berkuasa utama yang mengawasi perkara ini, kami percaya adalah menjadi tanggungjawab Ketua Menteri untuk menangani persoalan berikut dengan telus dan bertanggungjawab:

1. Kesedaran dan Pengesahan: Adakah Ketua Menteri sedar akan isu ini, dan bolehkah beliau mengesahkan sejauh mana isu ini telah dikenalpasti oleh pejabatnya?

2. Langkah Pencegahan dan Pengawasan: Apakah langkah yang diambil oleh kerajaan Sabah untuk memastikan SD tidak disalahgunakan oleh bukan warganegara yang cuba mendapatkan dokumen pengenalan melalui cara tidak sah?
3. Tanggungjawab Pihak Berkuasa Perundangan: Apakah arahan yang telah diberikan kepada pesuruhjaya sumpah, majistret, dan pihak berkuasa lain yang bertanggungjawab dalam menguruskan pengisytiharan ini, bagi memastikan mereka menegakkan standard integriti undang-undang yang tertinggi dalam proses ini?

4. Perlindungan Kedaulatan Sabah dan Integriti Pilihan Raya: Bagaimana kerajaan berhasrat melindungi kedaulatan Sabah, sistem pilihan raya, dan hak-hak rakyat sejati negeri ini daripada penyalahgunaan proses undang-undang oleh bukan warganegara?

Kebimbangan yang semakin meningkat mengenai SD ini memerlukan respons segera dan tegas untuk meyakinkan rakyat Sabah tentang komitmen kerajaan dalam melindungi hak-hak mereka dan kedaulatan negeri. Kami mendesak Ketua Menteri untuk memberikan keutamaan terhadap isu ini, mengambil tindakan yang tegas, dan memberikan penjelasan kepada orang awam tentang bagaimana kerajaan negeri akan menangani perkara kritikal ini.

Kenapa menteri-menteri Sabah bisu biarkan subsidi elektrik Sabah tiada dalam Bajet 2025?

Dr Kanul Gindol hairan kenapa menteri-menteri Sabah enggan bersuara dari awal mengenai subsidi tarif elektrik Sabah "ghaib" dari Belanjawan 2025.

KOTA KINABALU : Aktivis hak Sabah, Dr Kanul Gindol, yang juga pemimpin Parti Kerjasama Anak Negeri, menyelar menteri-menteri dari Sabah yang tidak bersuara apabila Perdana Menteri Persekutuan "menghilangkan" peruntukan subsidi tarif elektrik Sabah dalam Bajet 2025.

"Berita Daily Express dan Borneo Post hari ini (1 November 2024) telah memetik Pengerusi Elektrik Sabah (dahulu SESB), Datuk Wilfred Madius Tangau, mempersoalkan ketiadaan peruntukan subsidi tarif elektrik untuk Sabah dalam Bajet 2025

"Parti Kerjasama Anak Negeri menganggap perkara ini sangat serius dan ingin bertanya mengapa Menteri Kabinet Persekutuan dari Sabah tidak menangani perkara tersebut dalam Mesyuarat Kabinet Persekutuan?," kata Dr Kanul dalam satu kenyataan di sini hari ini.

Madius dipetik berkata demikian ketika membahaskan Rang Undang-undang Perbekalan 2025 di Dewan Rakyat baru-baru ini.

Menurut Dr Kanul yang juga Penyelaras Zon Utara bagi Parti Kerjasama Anak Negeri dan Ketua Bahagian Kota Belud, butiran besar mengenai Bajet 2025 termasuk subsidi tarif elektrik Sabah sepatutnya dibincangkan di peringkat Kabinet dan Kementerian Persekutuan.

"Tindakan MP Tuaran yang juga bekas Presiden UPKO membangkitkan isu tersebut di Dewan Rakyat adalah tepat dan wajar membuka mata rakyat Sabah. 

"Rakyat Sabah kecewa kerana Menteri Persekutuan dari Sabah tidak meneliti butiran bajet 2025 untuk Sabah dan gagal menangani isu pembatalan subsidi tarif elektrik Sabah dalam Mesyuarat Kabinet Persekutuan," ujarnya lagi.

Dr Kanul berkata : "Saya ingin bertanya adakah Menteri Persekutuan dari Sabah itu jahil, tidak cekap atau ada kemungkinan mereka takut untuk menyuarakan masalah rakyat Sabah dalam Mesyuarat Kabinet Persekutuan?

"Menteri Persekutuan dari Sabah harus bertindak tegas dan proaktif untuk mempersoalkan kepincangan peruntukan kewangan untuk Sabah."

"Pada tahun 2024, sebanyak RM866 juta telah diperuntukkan untuk subsidi tarif elektrik Sabah, tetapi menurut Madius, peruntukan subsidi tarif tidak lagi diberikan atau tidak termasuk dalam Bajet 2025. Kenapa?

"Alasan Perdana Menteri bahawa Kerajaan Persekutuan menghadapi kekangan kewangan dan fiskal tidak boleh diterima kerana Kerajaan Persekutuan sebelum ini telah memberi komitmen untuk melanjutkan pemberian sokongan subsidi tarif (TTS) kepada Sabah sehingga enam tahun lagi," tambahnya lagi.

Beliau juga mempersoal adakah pembatalan subsidi tarif elektrik Sabah itu ada kaitan dengan penambahan bantuan Geran Khas Sabah berjumlah RM600 juta pada tahun 2025?

"Mungkinkah ada "udang di sebalik batu" di mana pembatalan tarif elektrik bersubsidi dalam Bajet 2025 dibuat bagi menampung peruntukan bantuan Geran Khas RM600 juta kepada Sabah? Saya minta penjelasan," katanya lagi.

Menurut Dr Kanul, tindakan membatalkan subsidi tarif elektrik untuk Sabah dalam Bajet 2025 bercanggah dengan janji atau komitmen awal Kerajaan Persekutuan untuk Sabah.

"Memandangkan Sabah Electricity tidak boleh menaikkan tarif elektrik sesuka hati dan subsidi tarif elektrik untuk Sabah juga kini dimansuhkan dalam Bajet 2025, sudah pasti operasi bekalan elektrik untuk Sabah tahun depan akan terjejas dan mungkin menjadi lebih teruk. 

"Perdana Menteri sebenarnya tahu bahawa sebarang gangguan bekalan elektrik di Sabah akan menjejaskan operasi sektor sensitif seperti hospital dan kesihatan, lapangan terbang, air, telekomunikasi, pengangkutan, keselamatan dan keseluruhan sistem penyampaian kerajaan.

"Mungkinkah Kerajaan Persekutuan mahu memaksa Sabah Electricity menaikkan tarif elektrik untuk menghukum rakyat Sabah?," tanyanya lagi.

Menurut Dr Kanul isu pembatalan subsidi tarif bekalan elektrik untuk Sabah bagi tahun 2025 adalah perkara serius yang memerlukan perhatian rakyat dan Kerajaan Negeri Sabah. 

"Parti Kerjasama Anak Negeri sedang menunggu ulasan daripada Kerajaan GRS PH Plus Sabah berhubung tindakan Perdana Menteri mengabaikan keperluan subsidi tarif bekalan elektrik Negeri Sabah dalam Bajet 2025," tambahnya.#

CANCELLATION OF SABAH ELECTRICITY TARIFF SUBSIDIES IN THE 2025 BUDGET
WHY ARE THE FEDERAL MINISTERS FROM SABAH SILENT?

1. The Daily Express and Borneo Post news today (November 1, 2024) have quoted the Chairman of Sabah Electricity (formerly SESB), Datuk Wilfred Madius Tangau, questioning the absence of electricity tariff subsidy allocation for Sabah in the 2025 Budget. 

2. He was quoted as saying this while debating the Supply Bill 2025 in the Dewan Rakyat recently.

3. Parti Kerjasama Anak Negeri considers this a very serious matter and would like to ask why the Federal Cabinet Minister from Sabah did not address the matter in the Federal Cabinet Meeting? 

4. The big details about the 2025 Budget including Sabah's electricity tariff subsidy should have been discussed at the Cabinet and Federal Ministry level.

5. The actions of MP Tuaran who is also the former UPKO President in raising the issue in the Dewan Rakyat was correct and should open the eyes of the people of Sabah. 

6. The people of Sabah are disappointed because the Federal Minister from Sabah did not study the details of the 2025 budget for Sabah and failed to address the issue of canceling Sabah's electricity tariff subsidy in the Federal Cabinet Meeting. 

7. I would like to ask if the Federal Minister from Sabah is ignorant, incompetent or is it possible that they are afraid to voice the problems of the people of Sabah in the Federal Cabinet Meeting?

8. The Federal Minister from Sabah should act decisively and proactively to question the shortcomings in the financial allocation for Sabah.

9. In 2024, as much as RM866 million has been allocated for Sabah's electricity tariff subsidy, but according to Madius, the tariff subsidy allocation is no longer given or not included in the 2025 Budget. Why?

10. The reason given by the Prime Minister that the Federal Government is facing financial and fiscal constraints cannot be accepted because the Federal Government has previously made a commitment to extend the provision of tariff subsidy support (TTS) to Sabah for up to another six years.

11. Does the cancellation of the Sabah electricity tariff subsidy have anything to do with the addition of the Sabah Special Grant aid amounting to RM600 million in 2025?

12. Could there be "a shrimp behind the rock" where the cancellation of the subsidized electricity tariff in the 2025 Budget was made to cover the Special Grant aid allocation of RM600 million to Sabah? I ask for an explanation.

13. I consider the action of canceling the electricity tariff subsidy for Sabah in the 2025 Budget contradicts the earlier promise or commitment of the Federal Government for Sabah.

14. Since Sabah Electricity cannot increase the electricity tariff at will and the electricity tariff subsidy for Sabah is also now abolished in the 2025 Budget, it is certain that the electricity supply operation for Sabah next year will be affected and perhaps become worse. 

15. The Prime Minister actually knows that any electricity supply disruption in Sabah will affect the operation of sensitive sectors such as hospitals and health, airports, water, telecommunications, transport, security and the entire government delivery system.

16. Is it possible that the Federal Government wants to force Sabah Electricity to raise electricity tariffs to punish the people of Sabah?

17. The issue of canceling the electricity supply tariff subsidy for Sabah for 2025 is a serious matter that needs the attention of the people and the Sabah State Government. 

18. Parti Kerjasama Anak Negeri is waiting for a comment from the GRS PH Plus Government of Sabah regarding the Prime Minister's actions in ignoring the subsidy requirement for the electricity supply tariff of the State of Sabah in the 2025 Budget.

Children belong in their homes not in barracks, says activist



Peter John Jaban querried the need for another "national service" for teens.

KUCHING : Sarawak human rights advocate, Peter John Jaban, is calling out the Madani Government on its recent announcement of new ‘national service’ requirements, due to begin in January 2025. 

He is demanding that parents and the public are given proper justification as to why ‘selected’ children as young as 16 should be taken away from their families and placed in training camps under the supervision of the Malaysian Defence Force, as announced by Deputy Defence Minister Adly Zahari on 27 October.

“This is the third attempt at such a programme in Malaysia, the previous two ending in complete failure. The last was suspended under claims it was being used for indoctrination of ‘certain beliefs’. 

"But now the Madani government are trying again, with all the same problems and still no explanation of who will be targeted, what they will be taught and even why this is needed,” Peter said in a statement endorsed by four other activists.

Jaban said, to make matters worse, this new programme is going after even younger children who should be at home with their communities, not forced into camps with other conscripts. 

"Does the Deputy Minister really think that the Malaysian Defence Force is better able to care for children than their own parents, especially given the recent coverage of extreme abuse at the National Defence University which resulted in the tragic and terrible death of a 20-year-old naval cadet who was not safe in his own barracks?” he asked.

Jaban said the Deputy Minister has acknowledged that ‘the public need not worry about the country’s security and defence capabilities’. 

"So, what is this program about? And what has happened to cause the Government to rush this program in to operation in January instead of in June as it had planned?" he further asked. 

The Deputy Minister has said that ‘when they leave the national service programme, they will have a sense of identity’ and ‘have the highest level of ability to succeed in their respective fields’.

"Should they not be getting this from the national education system where the curriculum is clear? What are the values and what is the identity that the Deputy Minister thinks that the Malaysian Defence Force can instil in these young people that requires them to be removed from their homes, their communities and even their states?” Peter pointed out.

He went on to say: “This cannot be considered ‘National Service’ when it only applies to a ‘chosen’ few. Why is there not any transparency in the process? What criteria are they using to select these minors? What rights do parents have to say no to the Government in order keep their children safely at home? All Malaysians should be demanding to know who is being targeted and on what basis.  After all, your children could be next.”

He said choosing to join the armed services is one thing but imposing this arbitrary and pernicious plan now on a ‘pilot group’ of young people, when its necessity is not immediately apparent, should be triggering alarm bells for everyone. 

"The Madani Government and the Ministry of Defence must be more transparent on this programme and its role in modern,  multicultural Malaysia.

"Parents break their backs to build a safe haven for their kids to thrive in, a safe space to grow, vetting their friends and allowing only those with similar values to mingle with and now the government wants to strip them of this shield by forcing them to send their kids away with 10,000 strangers governed by a bunch of adults from unknown backgrounds?

"Hasn't  the last incident of sexual assault in the national service taught anyone a lesson yet?" Peter added.

TUARAN: Persatuan Lotud Sabah Bersatu (USLA) kini telah meningkatkan bilangan ahli Majlis Tertingginya daripada sembilan kepada 17 berikutan kelulusan pindaan perlembagaan pada persidangan agung tahunan tahun lepas.

Dalam pengumuman di sini, Ketua Penerangan USLA, Jimmy Omar, berkata bahawa mesyuarat  agung tahunan 2024 yang diadakan Sabtu lalu di sini telah secara rasmi memutuskan melalui pemilihan dan pelantikan barisan baharu yang kini terdiri daripada:

TUARAN: The United Sabah Lotud Associaton (USLA) now has raised its Supreme Council members from nine to 17 following approval of its constitutional amendment in last year’s annual general meeting.

In announcing this here, USLA’s Information Chief, Jimmy Omar, said that the 2024 AGM held last Saturday here had officiall decided through election and appointments that the new lineup which now comprises:
