STAR: CM Should Clarify Timber Deal Report

“The CM, as chairman of Yayasan Sabah, should clarify the Business Times report and not the Director of Forestryas there seems to be more behind the purported timber deal of some 80,937 hectares (199,995 acres) to be awarded to Permaju Holdings Sdn. Bhd. by Yayasan Sabah (YS)” said Datuk Dr. Jeffrey Kitingan, Chairman of STAR SABAH in response to the mere denial by the Director of Forestry to the news report of the alleged timber deal in the Business Times on Monday.
The Director of Forestryis being used as a mouth piece to deflect the issue and avoid the real facts and his mere denial is out of context as the deal was reported to be with Yayasan Sabah and the CM, having direct control of YS, not the of Director Forestry is the appropriate person to answer on the timber deal.

Many answers need to be given so that allegations of timber kickbacks like the RM40 million “donation” to Umno Sabah will not arise.

Why should YS award such a huge area of concession and land to such a company at this time?
Who stands to benefit?

And why are outsiders given priority in award of concession and land instead of Sabahans? If there is no truth to the alleged timber deal, why is the report so detailed?

If the report is not true, the Government should consider suing the parties involved and lodging of the relevant reports with the police, MACC and other bodies.

If the report is true, which will not be surprising, the State government is selling the future of YS, the State and Sabahans and the Umno/BN State Government should be voted and kicked out in the coming general elections.

The report clearly re-affirms STAR Sabah’s stand that the future of Sabah lies in the hands of us Sabahans, not outsiders or Sabahans under the control of outsiders.

    During the tenure of Yong Teck Lee in as little as 2 years, he approved some 265 logging licences covering over 300,000 ha (an area 5 times larger than the island of Singapore).

    As a consequence, the impoverished and largely hardcore poor of Tongod lost their birthright (ancestral lands) and became ‘refugees’ on their own land, setting up ‘sulaps’ along the road bordering their stolen land, eating dust induced by passing vehicles, everyday. To add insult to injury, the mega companies that now occupy the ‘stolen’ lands, evicted them and bulldozed even their dilapidated dwellings.

    TIMBALAN Speaker Dewan Rakyat, Datuk Ronald Kiandee menyifatkan kenyataan Pengerusi Star Sabah, Datuk Jeffry Kitingan bahawa Keningau akan dijadikan pusat Pentadbiran Negeri Sabah sekiranya parti itu diberi mandat oleh rakyat pada PRU 13 nanti sebagai angan-angan 'Mat Jenin'.

    "Kenyataan Jeffry itu disifatkan sebagai angan-angan Mat Jenin kerana mustahil daerah sekecil itu boleh jadikan pusat pentadbiran kerajaan negeri. Jadi Kota Kinabalu mahu dibuat apa? Jefrry sebenar terlalu berangan-angan tinggi yang tidak boleh diterima akal, mungkin sudah ketandusan idea,” tegas Ronalod yang juga Ahli Parlimen Malaysia (Beluran).

    Katanya, sama juga cita-cita Jeffrey untuk mengalahkan abangnya Tan Sri Joseph Pairin Kitingan di kerusi Parlimen Keningau pada PRU-13.

    Berucap pada Majlis Perasmian Mini Dewan Kampung Lumou, dekat sini, kelmarin, Ronald menyifatkan Jeffrey membuat kenyataan itu bagi meningkatkan harapannya untuk memenang kerusi Parlimen Keningau dan kerusi DUN Bingkor pada PRU-13 kelak.

    "Selepas ini akan ada lagi pemimpin pembangkang yang lain membuat beberapa kenyataan yang tidak munasabah termasuk akan menjanjikan pusat pentadbiran negeri Sabah di kawasan mereka, semata-mata untuk menang kawasan masing-masing," katanya.
    Menurutnya, kenyataan untuk mengalihkan pusat pentadbiran negeri ke Keningau akan menyebabkan pembangunan dialihkan ke daerah tersebut dan ini akan mengurangkan peruntukan bagi kawasan lain termasuk Beluran.

    Katanya, mungkin nanti akan ada pemimpin yang menyokong parti pembangkang menjanjikan ibu negeri Sabah dialihkan ke daerah lain semata-mata untuk meraih pengaruh politik mereka di kawasan itu.
    Sehubungan itu, Ronald meminta rakyat tidak terpedaya dengan janji pemimpin parti atau pertubuhan pembangkang itu yang hanya bersifat untuk meraih sokongan mereka.
    "Kita harus mengambil iktibar apa yang berlaku di negeri Selangor apabila janji kerajaan pembangkang Selangor yang mahu memberi RM100 sebulan untuk ibu tunggal tidak ditunaikan sehingga menyebabkan lebih 2,000 ibu tunggal di sana terpaksa mengemukakan saman pada kerajaan PKR Selangor itu," katanya.
    Beliau berkata tidak seperti kerajaan Barisan Nasional (BN) yang merupakan sebuah kerajaan bertanggungjawab dengan menunaikan janji yang diberikan kepada rakyat.
    "Kita tabur janji untuk ditepati sebab itu BN tidak menjanjikan bulan dan bintang semata-mata untuk meraih undi rakyat," katanya.

  84. State Forestry Director Datuk Sam Mannan has categorically denied that the State Government is preparing to give timber concession land to Permaju Holdings Sdn Bhd as reported in the Business Times on Monday.

    (1) The enormity of the alleged extent of illegal felling (1 million m3) could not have escaped the attention ofthe world at large. A well stocked forest of 20,000 hectares badly logged because of illegal felling would have been easily detected by satellites and attract the attention of NGOs, environmentalists and the communities living nearby. No way could have such acts be committed and passed without notice. Unless and until the burden of strict proof is shown the allegations are baseless and untruths.

(3) Sabah’s long term licences have been subjected to third party auditing (independent audit) since 2010, under the Ma|aysia—ECTLAS) Timber Legality Assurance Programme) the independent auditors would have detected such large scale illegal felling. On the contrary Sabah has always been transparent and letting her forest manager be opened to public scrutiny and third party auditor in wanting to attain world recognition an credibility.

Thisbold decision was made despite the enormous hnancial implication — loss of potential revenue of at least RM4 billion.   96. (8) The area of TPAS (Totally protected areas) reserves in Sabah is now reaching 1.3 million ha. or about 20% ofSabah’s total land area, even exceeding the IUCNstandard of10%. The latest addition is about 180,000 ha — the 55,000 ha. wildlife corridor linking Maliau Basin, lmbak Canyon to Danum/Ulu Segama and the re-classification of Ulu Segama (130,000 ha) to total protected status. lt must be put on record that the leadership ofthe current Chief Minister Datuk Seri Musa Haji Aman, has seen the greatest extent of TPAS expansion in the history of Sabah, despite enormous opportunity cost of conservation.

(9) Under his leadership, SFM has improved by leap and bounds, Short term licences that cause tremendous damage to the environment are being drastically phased out and Sabah's forest management credibility is at its highest-an open-book philosophy whereby, logging and forest management areas, are all open to third party and NGO scrutiny. (10) The planned drop in forest revenue is also a deliberate strategy to ensure that the forests are given a chance to recover (about RM150 Million/year today as opposed to RM500 Milion — RM1 billion in the forest) and the stocks are rebuilt again in the next 20 years and this will benefit those generations to come. It would have been too easy to liquidate more forest for revenue solely and to abandon conservation and raising standard in the short term. If such a policy was pursued then there will be absolute depletion in the future. This is commonly known in economic as "The Tragedy Of The Commons".

A gullible audience would have stopped buying timber (most valuable resourse financially in a forest) from Sabah, rendering the rainforest and the SFM efforts worthless and of no economic value. Once rainforest have no more economic value and the timber therein unsaleable, in the rainforest of continuing socio-economic, development, then they will be threatened by alternative land uses. If SFM and conservation no longer sell or bring benefit to society, then there will inevitably be dropped as policies, despite the progress painfully gain over the years.
